Prime Minister said that there are many opinions that it is necessary to build Vietnam’s digital economy around 3 main pillars. It is digital infrastructure and services, including hard infrastructure and telecommunications networks as the foundation to create soft infrastructure, digital services that help optimize activities of the economy. Next is digital resources including an open knowledge and data ecosystem that is useful for predicting timely and making decisions with high economic efficiency. And the third is the digital transformation policy, including services, policies on transition from e-government to digital government, high-quality training of human resources, digital business investment policy, information security books, digital ownership and intellectual property.

The Prime Minister also said that the building of an e-Government must be associated with the leading role, promoting the application of information technology in administrative reform, ensuring effective implementation. Therefore, Vietnam is establishing the National E-Government Committee directly directed by the Prime Minister; Committee members are Deputy Prime Ministers, Ministers of ministries that are directly involved in the tasks of e-Government development, and also involve representatives from the private sector to promote effective synergies. public-private sector in implementing this task.

Focus on implementing e-Government technological solutions to serve the direction and administration of the Government and the Prime Minister such as updating the E-Government Architectural Framework; review and standardize professional processes; to focus on building and perfecting national databases; building a data sharing and integration platform; building and completing the National Public Service Portal, a single centralized electronic information system in ministries and localities; building a national reporting information system; establishing a paperless Government information system and an electronic system for consultation on policies and legal documents; connection between two systems of national digital signature authentication and specialized signatures serving agencies of the political system.

Efforts should be made and diversified of resources to develop e-Government on the basis of identifying central and short-term investment priorities and investing in both financial and human resources in the short and medium term.
